Add the garlic and onion and sauté until fragrant. Add the fish to the pot and cook for 2 minutes on each side. In a small bowl, mix the fish sauce, soy sauce, black pepper, and chilli. Pour this sauce mixture over the fish. Add the coconut water (or regular water) to the pot, making sure the fish is mostly submerged. Bring it to a boil, then reduce to a simmer and cook for about 15 to 20 minutes, until the sauce thickens and the fish is fully cooked. Meanwhile cook the rice. Serve the braised fish with basmati rice and garnish with fresh coriander and spring onions.
